In an effort to address and improve water quality, the Federal Clean Water Act requires local communities to develop a program to help manage stormwater run-off and to control non-point source pollutants. Stormwater run-off is water from rain or melting snow that "runs-off" across the land instead of seeping into the ground. This run-off flows to the nearest stream, creek, or lake. On its way, run-off can pick up and carry many substances that pollute water. Creation and implementation of a local Stormwater Management Plan will minimize non-point source pollutants. Phase II of the law covers smaller cities and towns such as Laurel Park. The Town's program addresses the six minimum measures within the program.
